The Failure of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-point plan for ending the war appeared – briefly – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are conducted: positive announcements are issued from different nations. Significant resources is devoted on containing particular approaches. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "peace".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track missile launches from across the border, a capability enabled by timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming guided weapons roared overhead – modern combat jets provided to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems thundered: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely supplied through partner states. Every firing shakes the surroundings, causing tremors. The instant of fear quickly gives way to sober acceptance: perhaps the incoming missile won't strike its target this time, preventing destruction from devastation and further power outages.

Continuous Dangers

Following this, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a defensive team – almost certainly imported technology. Regrettably, the bullets missed the hostile drone – it continued its flight toward its destination.

Intermittently, this carried on until dawn. Kyiv faced the morning news: multiple fatalities, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As customarily, everyone still went about their day – living the war. But those entire period illustrated Ukraine's critical military reliance on Western support – a dependence that neighboring countries are evidently unprepared to replace in the short term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new initiative from Washington adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually achieve victory. This trend will, no doubt, continue.

Tactical Assessments

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington operates on a principle well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government assumes that it is unfeasible to compel Moscow to relinquish the areas that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, Washington does minimal to deter Moscow, through words or deeds, from thinking that the current condition will not change more in its benefit in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but avoiding a complete military breakdown until conditions improve in its advantage.

Existing Situation

Objectively, there are no genuine requirements for a truce. Now, subjective factors are entering the equation: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.

These opposing factors are influencing discussions.

Assessment and Future

It took a mere seven days to terminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, latest revelations, all served their function.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to modify developments, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, largely rely on sustained allied backing.
