Sheff Wed Faces a 'Significant Problem', States Independent Regulator

'We are going to be a part of football's future' - football oversight chief the new chairman

The team's ongoing struggles are seen as a "major concern" and the football regulator is aiming to acquire authority to look into club affairs in similar circumstances, the recently named head the official has declared.

During an extensive discussion, Kogan, who was appointed on Monday, showed understanding towards supporters of the Owls.

The chairman convened with four fan organizations representing the South Yorkshire club in recent days.

The football club have been struggling on and off the field in 2025, with the club missing wage payments on five separate occasions, including in the autumn.

"Evidently Wednesday represents a major concern for the league and a substantial concern for English football," Kogan told.

"The club represents one of the iconic names for the English game and in recent days we have met fan representatives.

"We are seeking authority... which will allow us to have the club and similar situations brought to our attention if they warrant scrutiny and addressed."

Economic Challenges and Ownership Situation

Wednesday's embattled owner the current owner stated during the off-season he would be willing to sell up at Hillsborough, but he has failed to complete a sale with prospective buyers.

Delayed salary payments on time in March and May caused limitations by the English Football League (EFL) in June, preventing the club from carrying out any player acquisitions for the following recruitment periods, although that restriction was lifted in the end of the transfer window.

Authority's Position

The regulator explained: "The job [of the regulator] is there for the Owls followers, Bury or any football club where supporters are loyal to a regional establishment that has existed throughout their lifetimes in many cases.

"I have absolute sympathy for the team's plight, as I do for each organization that in modern times have encountered failure, or approached financial ruin, for factors unrelated to the supporters."

Inquired if the authority might compel an proprietor to divest a club if they are deemed unsuitable, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we gather the evidence and know what's going on, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"Our least desirable course of action is begin intervening in an particular organization, an specific proprietor, without being able to work with that proprietor to address the issues that the club's facing and the chairman's encountering," the chairman stated.

"But the truth is, when you examine the past of the sport, over the last 20 or 30 years there have been certain proprietors, few in number, but some who have been irresponsible in the approach they have taken toward their organizations and finally refuse to accept accountability for the coming years."

'Mistakes could erase significant advances'

The chairman convened with delegates from multiple organizations to lay out the remit of the oversight body this week and maintained it represented a "forward-thinking discussion" with a "high level of engagement" from the grassroots to elite level.

"This position carries substantial significance, because if errors are made, if the world of football gets it wrong, the extraordinary progress that's been made might evaporate swiftly," the chairman stated.

"And that's what nobody wants in the context of the English game is a major achievement - we must maintain momentum.

"There's an enormous amount of money entering the sport and has come into football for the recent generations, because there's no guarantee it will keep flowing into the sport, which is one of the reasons why I think we have to take a really clear view on risk and of course, of the immediate future."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of fears of a negative impact on the top-flight's competitiveness, but the chairman responded: "I fully support the prosperity and expansion as an commercial operation of the top division.

"As someone who appreciates the worry about compromising the Premier League as a premium product of this country. But at the same time, if you talk to the Premier League after today's meeting, they would have had a significant degree of comfort -and, actually, they have been informing us confidentially they have a high level of reassurance."

Political Connections

The chairman continues to confront a "comprehensive investigation" by the public appointments commissioner after he acknowledged providing funds to the political party in recent years.

The 68-year-old provided financial support for Culture Secretary the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my previous political affiliation [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," the regulator explained.

"I am no longer involved in any type of partisan engagement."
